It is the first hour of business every day when PARLIAMENT is in session. According to Article 85 of the Constitution, the time gap between two sessions cannot be more than six months. However, it is the government (Cabinet committee on parliamentary affairs) that decides the exact time and duration of the Parliamentary session. Allowing the government to call the Parliament to meet is seen as a conflict with the principle of government being accountable to the Parliament.
