HIMACHAL PRADESH

  • No decision on inter-state barriers yet

  • The state is yet to take a decision on continuing with the annual auction of 55 inter-state toll tax barriers as issues like loss of revenue at a time were weighing high.

  • The state earned Rs 90 crore from the 55 inter-state toll tax barriers set up in bordering areas like Parwanoo, Baddi, Nalagarh, Mehatpur, Kala Amb, Paonta Sahib, Bilaspur, Damtal, etc. Since the barriers have to be auctioned before the onset of the new financial year in April, a decision has to be taken in the coming days.

  • The revenue on account of the inter-state barriers has, however, failed to register an appreciable hike in the previous years. Some barriers were sold without any increase in the reserve price of the previous years. With the excise auction too slated to take place from March 14, an early decision about the inter-state barriers would help field staff fetch more remunerative results.

  • Since the state was facing stiff financial scenario, the move to do away with these barriers was being thoroughly reviewed. An elaborate exercise to adjust this levy through various alternatives had also been studied by the officials of the Excise and Taxation Department though no concrete decision had yet been taken.

  • States like Punjab have multiple toll tax barriers where the charge was much higher than those existing in Himachal. There were as many as four such toll tax barriers on way to Delhi. While the clamour to do away with these barriers was especially raised by various industry associations from time to time, the fact that people resented payment of levy while entering their own state has also become a sore point with the people.

  • With the state yet to receive its share of the GST, experts said that auction of inter-state barriers would help the state fetch reliable revenue which can be used for development activities.
